HR Software in Australia: An Honest Comparison for SMBs

For most Australian SMBs the deciding factor in HR software is native modern award interpretation, STP Phase 2 lodgement and Payday Super handling — which narrows the field to platforms built for Australian payroll. Most HR software comparisons are written for a global audience and then lightly Australianised. They rank platforms on interface design, integration counts and headline per-seat pricing, and treat payroll as a feature bullet.

That gets Australian buyers into trouble. What breaks an Australian SMB’s HR system is almost never the interface. It’s the pay run — a misread award classification, a penalty rate that didn’t apply on a public holiday, a super payment that reached the fund three days late.

What Australian SMBs actually need from HR software

Before comparing products, agree on the tests. These four decide the outcome for a business employing people under Australian law.

1. Native modern award interpretation

There are more than 120 modern awards, each with its own classification structure, penalty rates, allowances, overtime triggers and minimum engagement rules. A platform either has an award engine that reads those rules and applies them to timesheets, or it doesn’t — and if it doesn’t, someone in your business is applying them manually, which is where underpayment liabilities are created.

“Supports Australian payroll” and “interprets Australian awards” are very different claims. Ask each vendor to show you your specific award, configured.

2. STP Phase 2 lodgement

Single Touch Payroll Phase 2 requires you to disaggregate gross earnings — separating overtime, bonuses, allowances, paid leave and salary sacrifice — and to report income type and employment basis for every employee, on each pay event. A system that exports a file for someone else to lodge is not the same product as one that lodges natively.

3. Payday Super handling

Payday Super commenced 1 July 2026. Superannuation must now be received by the employee’s fund within seven business days of each qualifying earnings day, replacing the old quarterly cycle.

“Qualifying earnings” is a new term. It brings together ordinary time earnings and other payments, and it is not identical to OTE. This is the most common configuration error we see. A platform can be perfectly capable of meeting the seven-day window and still miss it, because a pay category was mapped as non-super-bearing when it should have been included.

The ATO’s PCG 2026/1 sets out a risk-based compliance approach for the first year, to 30 June 2027. Employers paying on payday who have occasional late contributions and fix them promptly are likely to sit in the low-risk group. That’s a window to correct configuration, not a permanent exemption.

4. Support on your legislation, in your time zone

When the Fair Work Commission hands down the Annual Wage Review in June, award rates change from the first full pay period on or after 1 July. Someone has to update your platform. On an Australian-built system that happens centrally. On an offshore platform it may be your job.

KeyPay is not a competitor — it is Employment Hero Payroll

The decision in front of you is whether to add the HR side, not whether to migrate payroll.

Any list that treats KeyPay as an alternative to Employment Hero is comparing a product to itself.

Platform pricing moves and is quoted differently by tier, headcount minimum and contract length. Check each vendor’s own pricing page on the day you compare rather than trusting a third-party table.

Where each platform is suited

Employment Hero

Australian-built, and it shows in the places that matter for compliance: the award library, STP Phase 2 lodgement, and a super process designed around Australian fund rules. HR and payroll sit on the same employee record, so a classification change flows into the pay run instead of being re-keyed. The trade-off is an Australian centre of gravity — if most of your workforce sits offshore, that strength stops being one.

BambooHR

Genuinely good at the people side: records, onboarding workflows, performance cycles, reporting. It does not run Australian payroll. You’ll be pairing it with a separate payroll platform and maintaining an integration, which means two vendors, two support paths and two places for employee data to drift apart. Under 50 staff, that overhead is usually not worth it.

Rippling

The pitch is consolidation — HR, payroll, device management and app provisioning in one place. For a company with staff in three or four countries and a real IT provisioning problem, that’s worth paying for, and we’d say so. For a 25-person Australian business on one modern award, it’s a large system solving problems you don’t have. Ask the vendor to demonstrate your award, with your penalty rates, on your roster.

Deputy

A strong Australian rostering and time-and-attendance product, particularly for hospitality, retail and healthcare, where shift patterns are the hard part. It is not an HRIS and not a payroll lodger — Deputy is a component in a stack, not the stack. Businesses that treat it as their HR system end up storing contracts and policies on a shared drive.

The cost most comparisons miss — implementation

Here is the part that decides your outcome, and almost no comparison article covers it: the platform is roughly half the result. How it’s configured is the other half.

We’re called in to fix live systems regularly, and the failures follow a pattern:

  1. Award classification set at the wrong level. Every employee on it is then underpaid or overpaid, every pay run, until someone audits it.
  2. Pay categories not mapped to super correctly. Allowances forming part of qualifying earnings get excluded, so super is short — and under Payday Super that error repeats every payday rather than every quarter.
  3. Leave accrual rules copied from the old system. Including the errors already in the old system.
  4. Pay conditions never tested against edge cases. Nobody ran a public holiday, an overtime shift or a broken shift before go-live.
  5. Historical data migrated without balancing. Year-to-date figures don’t reconcile, which surfaces at end of financial year.

None of these are platform faults. All are implementation faults, and all are cheaper to prevent than remediate — a back-pay calculation across two years of pay runs costs considerably more than configuring it right once.

What we'd recommend for an Australian SMB — and when we wouldn't

For an Australian business under roughly 100 staff, employed here, with at least some people covered by a modern award: an Australian-built platform with native award interpretation is the defensible choice, and Employment Hero is the one we implement and stand behind. The reasoning is narrow and testable — award engine, native STP Phase 2 lodgement, super built around Australian fund rules, support on Australian legislative timelines.

We’d point you elsewhere in three cases. If most of your workforce sits offshore, a global platform beats an Australian one with international add-ons. If rostering is your hard problem, pair a dedicated rostering tool with your payroll platform rather than expecting one product to excel at both. And if finance already trusts your payroll system and the only gap is people records, adding an HR-only tool is cheaper than replacing a working pay run.
